Laurie Black's background combines twenty-five years of executive experience in private industry and seven years in workforce development, resulting in an appreciation of both the supply and demand sides of the workforce equation. She currently develops and manages industry initiatives for the Workforce Development Council of Seattle-King County (WDC), a nonprofit workforce "think tank" and grant-making organization whose mission is to ensure a strong local economy and provide a path to self-sufficiency for every resident.

Laurie's areas of professional expertise include strategic planning, operations management, and employee training and development and she serves on the advisory boards for two training and certification programs and a Center of Excellence in the Washington Community and Technical College system. She holds a B.A. degree and three professional certificates from the University of Washington.

Dr. Brambley has over 30 years of academic and research experience related to energy technologies and policy, the last 23 while with Battelle at Pacific Northwest National Laboratory developing technologies for improving building energy efficiency. He has served in a variety of roles at PNNL including principal investigator and research contributor, project and program manager, technical group leader, department chief scientist, and leader of several initiatives. Most of his work is focused on improving the actual operating efficiency of buildings and other energy systems by application of various computer technologies. Dr. Brambley holds M.S. and Ph.D. degrees in Engineering Sciences from the University of California, San Diego, and a B.S. in Mechanical Engineering from the University of Pennsylvania. He is the author of more than 75 publications, numerous institution reports and many presentations. He actively participates in professional societies, is a Fellow of the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), has organized and chaired numerous conference sessions, is a reviewer for several journals, served as an Associate Editor for Energy, The International Journal for 10 years, and is presently serving as a co-chair for the 2012 ACEEE Summer Study on Energy Efficiency in Buildings. He is currently the chair of ASHRAE's technical committee TC 7.3 on Building Operation and Maintenance Management.

William Burns

Bill Burns is a Senior Engineer with ComEd and has a broad range of experience in the design, operation and maintenance of HVAC systems. Bill has been a member of ComEd's Energy Efficiency Services group since 1999 and is a licensed Professional Engineer and a LEED® AP. For the past eight years, Bill has worked with Chicago Public Schools (CPS) as a commissioning authority and commissioning lead as the schools district's program has grown. Bill also served on the State of Illinois's Healthy, High Performing Schools Task Force that developed the "Illinois Resource Guide for Healthy, High Performing School Buildings". Prior to joining ComEd's Energy Efficiency Services, Bill spent 10 years as an HVAC system engineer at LaSalle Nuclear Station and 5 years is various startup and design positions with Sargent & Lundy Engineers. In his spare time Bill spends a week or two each year teaching Building Operator Certification classes offered through the Midwest Energy Efficiency Alliance in Illinois, Missouri and Iowa.

Bill earned a B.S. degree in Economics at St John's Unv. and a B.S. degree in Mechanical Engineering from the Unv of Illinois, Chicago.

Jim Coates

Jim Coates is the Training Director for the International Union of Operating Engineers Local 399 and a Triton College Graduate. He has over 32 years' experience in facility maintenance / management and an adjunct at colleges and universities for 15 years. He teaches courses relating to Heating, Ventilation and Air Conditioning, Indoor Air Quality, Energy Conservation, Electrical Maintenance, Green Technology and Facilities Management. He has 14 years experience in the manufacturing sector, and over 10 years experience supervising maintenance personnel in commercial facilities. Jim is a licensed electrical contractor, supervising electrician in the City of Chicago, LEED-AP, Certified Energy Manager and a licensed Stationary Engineer. He has conducted numerous Certification Seminars for the 10 Hr. OSHA General Industry, Illinois Dept of Public Health and Environmental Protection Agency.

Ray Congdon

As a Director of Engineering in the Houston area, Ray is responsible for the management of building operations and MEP maintenance and repairs of 44 million square feet of high-tech, office, warehouse, lab and research and development buildings across the United States and Canada for Hewlett Packard.

Responsibilities are inclusive of the oversight of building system efficiencies, energy management, critical environment, code compliance and platform operations development. He provides direction to a staff of over one hundred building engineers who provide services to two hundred thirty-five buildings across U.S. and Canada. He is also responsible for ensuring the engineering team stays current with technology through the implementation of a comprehensive engineer training program.

Ray has spent 25 years in building engineering and property management. In addition to his current responsibilities, he has experience in outpatient healthcare, hospital, historical, and Class A, commercial high-rise.

Mark Frankel

Mark Frankel is the Technical Director for the New Buildings Institute. Currently Mark is involved in national coalitions to improve building performance feedback, is working on the development and implementation of codes and programs focused on building performance outcome and benchmarking. Mark Frankel has been consulting on energy efficiency and sustainable design for over 20 years. His work has encompassed a broad range of technical topics, including lighting and daylighting, passive and high performance mechanical systems, commissioning, energy modeling, and site design, IAQ, stormwater management, water efficiency, and others. This work has included life cycle cost evaluation for a range of public and private development models. Mark has consulted on hundreds of capital projects, ranging in scale from single and multi-family residential projects to large commercial buildings all over the country. Mr. Frankel serves on the Board of Directors of the Cascadia Green Building Council, The USGBC LEED Technical Committee, is a licensed architect in Washington, a member of AIA and ASHRAE, and a LEED AP.

Chuck Frost

Chuck Frost is a Senior Facility Engineer at UC Berkeley and teaches HVAC system and control classes for the Environmental Control Technology Department at Laney College in Oakland CA. Before coming to UC Berkeley he oversaw the building automation systems at the Lawrence Livermore National Laboratory.

Angela Lewis is an engineer, editor and a part-time PhD Candidate at the University of Reading. As an engineer, she assists the Building Intelligence Group with controls master planning and control system integration projects, energy audits and research to define high performance buildings. As an editor, Angela serves as the Managing Editor for the IFMA Foundation Sustainability How-To Guide series and as the Managing Editor for two local chapters of the National Association of Power Engineers (NAPE) for their quarterly publication, The Bulletin. Her PhD research focuses on the interdependency of energy and maintenance management to support proactive decision making processes. The final result of her research was the development of a question-driven tool to help facility managers prioritize energy and maintenance management decisions. Angela is also an active member of ASHRAE and IFMA.

Robert Marcial

Robert A. Marcial is the Director of the PG&E Pacific Energy Center (PEC) in San Francisco. The PEC offers design advice, energy efficiency educational training, and building diagnostics tools free of charge to various professionals in the commercial building industry, including architects, engineers, building operators, and building owners. Under Robert's leadership, the PEC has received recognition for its excellence in training programs and community support from the American Institute of Architects at the local, state, and national levels, Acterra, and local colleges including Skyline Community College. Mr. Marcial served as the 2007-2008 President of the Golden Gate Chapter of ASHRAE. He received a B.A. in Architecture in 1991, and an M. Arch. in 1998, from UC Berkeley. Robert is an Adjunct Professor at the California College of the Arts in San Francisco and has also been a lecturer at UC Berkeley, Valparaiso, Chile, and the University of Oregon. Robert serves on advisory boards for the Integrated Demand-Side Management Certificate Program through CSU East Bay, the San Francisco Bay Area Science Fair, St. Paul's School in Oakland, CA, the Program Advisory Committee for California Energy Commission Natural Ventilation, and the PG&E/California Academy of Sciences Partnership Committee. To support aspiring professionals, Robert also volunteers as a tutor for low-income K-12 students in Walnut Creek, CA.

Dan W. York, Phd

Dan York joined ACEEE in 2001 with over 15 years of experience with research, analysis and implementation of energy efficiency policies and programs. York is widely recognized for his work tracking and analyzing trends and emerging issues in utility-sector energy efficiency programs. His entire educational and professional experiences have focused on energy efficiency and conservation as the foundation for a sustainable energy economy.

Prior to joining ACEEE York was a Senior Project Manager at the Energy Center of Wisconsin. York has a bachelor's degree in mechanical engineering from the University of Minnesota. His M.S. and Ph.D. degrees are both in "land resources" from the University of Wisconsin-Madison with an emphasis in "energy analysis and policy." An early highlight of his career was a year of energy policy research in Norway as a Fulbright Fellow at the University of Oslo's Centre for Development and the Environment.
