About
the Faculty
BOC instructors are all personally experienced in facilities maintenance
and operation as well as being excellent teachers. They have employment
experience in the facility specialty they are teaching, plus an
average of 10 years of instruction experience in the workplace.
All BOC instructors are evaluated by the students and each continues
to be ranked "very good to excellent."

below. Michael Farley is a Plant Manager with Washington
State Department of Corrections. He is a licensed electrician and
served as an electrical
supervisor for positions in the mining and wood products industry
where he installed and maintained electrical systems. He has a
vocational technical education certificate from the Washington
State Board for Community and Technical Colleges.
Dale Garcia is
a project manager for Portland General Electric and a specialist
in electrical and HVAC technology with a current
Oregon Journeyman card (PJ). He has been a journeyman wireman and
technical specialist for PGE for 25 years and teaches National
Electric Code classes at Portland Community College.
Janet Gillaspie, Environmental Strategies,
LLC, is a Certified Industrial Hygienist with 20 years experience
in environmental, hazardous material, and natural resource regulation.
She served as the northwest regional manager for Oregon’s
Department of Environmental Quality (DEQ) where she and her staff
wrote environmental permits, conducted environmental compliance
inspections, and handled environmental complaints for the Portland/Metropolitan
area. She is a member of the Northwest Environmental Business
Council.
Kyle Green, is the president of Incon Industrial
Controls, a firm providing system integrating, automation design
and programming.
He serves as a full time faculty member in the Industrial Electronics
program at Wenatchee Valley College. He is an approved instructor
by the Washington Department of Labor and Industries to teach courses
for electrician re-licensing in Washington. He holds a journeyman
electrician license in the State of Washington.
Phillip Hasley, P.E., is a senior technical specialist
with Nexant, Inc. where he conducts training presentations in energy
conservation measurement and verification and energy auditing for
a variety of clients. He has contributed to state and national training
manuals used in performance contracting programs, and conducted
workshops for ASHRAE.
Richard Jackson-Gistelli, P.E., is a licensed
Professional Engineer and adjunct faculty in Lane Community College’s
Energy Management Program where he teaches analysis of commercial
HVAC systems. As the Commercial/Industrial Lead for Emerald PUD’s
Conservation Department, he helps customers develop and implement
energy conservation projects. Prior to joining Emerald PUD, Jackson-Gistelli
was a facility mechanical engineer at Sandia National Laboratory.
He is a member of the Association of Professional Energy Managers
(APEM) and a senior member of the Association of Energy Engineers
(AEE). He holds a degree from California State University, Sacramento.
Edward Jerome, CEM, is a project manager with
Nexant, Inc. He has project development and training experience
in a variety of commercial facilities energy efficiency projects
addressing compressed air optimization, refrigeration and chilled
water systems, lighting and VFD retrofits. He is a member of the
Association of Energy Engineers and the American Society of Mechanical
Engineers.
Greg Jourdan is the Director/Instructor of the
Refrigeration Technology Program at Wenatchee Valley College since
1985. He is a Certified Instructor for the Air Conditioning Contractors
of America and has taught for the U.S. Navy and Grand Coulee Dam.
Duane Lewellen, CEM, is a vice president with
The Rice Group, a consulting engineer firm specializing in mechanical
engineering and energy management. He is a Certified Energy Manager
and has over seventeen years experience in the field.
Sheila McConnell, CIH, is a certified industrial
hygienist with over ten years in occupational safety and environmental
work. She owns McConnell and Associates, Inc., an industrial hygiene
training and consulting firm in Bellevue, WA.
Bud Offerman CIH, is the president of Indoor Environmental
Engineering, a nationally-recognized firm providing indoor air quality
diagnostic and mitigation services. He is a certified industrial
hygienist and licensed professional engineer in the State of California,
and has 20 years of experience providing IAQ training to facilities
professionals throughout the country.
Jack Oudiz, is a senior industrial hygienist
training coordinator for the California Division of Occupational
Safety and Health (Cal/OSHA). He oversees the development and
coordination of the professional training program for Cal/OSHA's
safety engineers and industrial hygienists throughout the state.
He is a member of the Senior Industrial Hygienists Council which
advises Cal/OSHA's management and a range of interagency workgroups.
Jeff Robbins, L.C., The Butler/Robbins Alliance,
is a principal lighting designer for commercial projects. He holds
an L.C. (Lighting Certified) from the National Council on Qualifications
for the Lighting Professions and is an adjunct professor in technical
stage production for the Cornish College of the Arts.
Alan Sulieman is the founder and past director
of SMUD's Energy and Technology Center where he planned and oversaw
energy efficiency programs for large commercial pro-jects and conducted
and designed classes and training sessions in energy design and
applications for electric utility personnel and customers. He was
the past President of the Illumination Engineering Society (IES),
Mother Lode section, and is a member of IFMA (International Facility
Management Association).
Buzz Thielemann is the owner of
RHT Energy Solutions, Inc., a company specializing in commercial
and industrial
energy
efficiency
and
utility auditing. He is an energy auditor with the US Department
of Energy, and worked for PacifiCorp for 27 years as a
trainer and account representative.
Stan Walerczyk, L.C., is the Director of Lighting
at Sun Industries where he oversees lighting design practices. He
has 14 years of lighting design, consultation, and training experience
with a variety of facilities clients in schools, hospitals, office
buildings, retail and warehouses. He is a member of the Illuminating
Engineering Society (IES) and the California Association of Lighting
Efficiency Professionals (CALEP).
David Wylie, P.E., is a vice president with ASW
Engineering, a firm providing instruction, research, and engineering
consulting services. He has over 20 years experience providing training
to facilities professionals in operation and maintenance of HVAC
systems, motors and drives, compressed air, and energy management.
He is a member of ASHRAE and holds a college teaching credential
from the State of California.
