Certification Program

Solicitation Notice

The Northwest Energy Efficiency Council (NEEC) is seeking qualified professionals to provide classroom instruction in the Building Operator Certification (BOC) program offered in the states of California, Oregon and Washington. Applicants must have classroom instruction and field experience in one or more of the subject areas of focus and reside in one of the three states. Applicants who meet the minimum qualifications will be placed on a “qualified instructor” list to be accessed by NEEC to provide instruction. It is expected that qualified instructors will be offered the opportunity to provide between four and sixteen full days of training in the calendar year for the BOC program.

By becoming a BOC-approved instructor, an individual can gain increased visibility among practicing facilities professionals, access to a network of fellow instructors and teaching resources, and the opportunity to earn CEU’s.

Background

Building Operator Certification (BOC) is energy efficiency training and certification for operators of commercial buildings, offering improved job skills and more comfortable, efficient facilities.
BOC training covers a broad range of subject areas including HVAC systems, lighting, electricity, codes, indoor air quality, and energy conservation techniques. Each class comes with a fully developed curriculum designed to cover the subject in a one-day, seven-hour training session. Instructors are encouraged to supplement the curriculum with their own experiences, classroom discussion and exercises, and their own relevant teaching material to provide “real world” examples of the concepts taught.

Level II – Equipment Troubleshooting and Maintenance

Minimum Qualifications

Applicants must meet the following minimum criteria.

  • Three or more years experience providing instruction to working professionals in the field of commercial building energy management, facility management, building engineering, operations and maintenance, or a closely related field.
  • Two or more years employment in the field or industry related to the training topic(s) for which the applicant is seeking qualification (e.g., HVAC systems, electrical systems, indoor air quality, etc.).
  • A bachelor’s degree. (Note: Work experience may be substituted for degree. One year of work experience in instruction or industry is equivalent to one year of college degree work.)
  • Two or more references NEEC may contact who have observed the applicant provide instruction.
  • Familiarity with codes and standards in one or more of the states of California, Oregon and Washington relevant to the training topic for which the applicant is seeking qualification. Familiarity with the building systems and equipment typical of commercial buildings in one or more of the three states listed above.
  • Reside in California, Oregon or Washington.
  • Willingness to travel to locations throughout one or more of the states of California, Oregon and Washington.

Desired Qualifications

  • Experience observing a BOC class in session.
  • A teaching certification, or evidence of participation in a “Train-the-Trainer” session within the last three years.
  • Training evaluation results from recently taught classes.

Compensation

Instructor compensation is offered at a fixed rate of $925/day of instruction in Oregon and Washington, and $1,000/day of instruction in California.

Reimbursement of travel expenses is provided.

Notification

Applicants will be notified in writing within 45 days of receipt of the application as to their qualifying status.

The Northwest Energy Efficiency Council (NEEC) is a business association of the energy efficiency industry in Pacific Northwest. Its members encompass a variety of firms that manufacture and provide energy efficiency services and products. The Council’s mission is to promote energy efficiency policies, programs, and technologies that create jobs and foster economic growth and environmental improvement. NEEC developed the BOC program with funding from the Northwest Energy Efficiency Alliance, a non-profit utility-funded consortium, whose mission is to transform markets for energy-efficient goods and services.

NEEC works with an established network of partnering organizations offering BOC training and certification in seventeen states across the county.
