cities and states are challenging industry, educational and commercial
facilities managers to reduce their energy consumption. Some conservation
programs are incentivized and some are mandated, but uniformly
they agree that benchmarking and setting energy conservation goals
is the way to go.

Benchmarking has been a core tenet of BOC teachings
