About the Faculty
BOC instructors are all personally experienced in facilities maintenance
and operation as well as being excellent teachers. They have employment
experience in the facility specialty they are teaching, plus an
average of 10 years of instruction experience in the workplace.
All BOC instructors are evaluated by the students and each continues
to be ranked "very good to excellent."

Bruce Carter is an Energy Specialist with Clark
Public Utilities in Vancouver, Washington. He has over 17 years
experience conducting training and workshops for diverse audiences,
including builders, code officials, facility managers and operators,
and HVAC installers in the region. His expertise is in building
diagnostics, the state energy and indoor air quality code and mechanical
ventilation.
Michael Farley is a Plant Manager with Washington
State Department of Corrections. He is a licensed electrician and
served as an electrical supervisor for positions in the mining and
wood products industry where he installed and maintained electrical
systems. He has a vocational technical education certificate from
the Washington State Board for Community and Technical Colleges.
Robert Gabris, CIH, is the Safety and Health Manager
for the Oregon Department of Fish and Wildlife with experience in
exposure monitoring for chemical and biological contaminants, and
employee health and safety training. He has an MS from the University
of Massachusetts and is a Certified Industrial Hygienist.
Dale Garcia is a project manager for Portland
General Electric and a specialist in electrical and HVAC technology
with a current Oregon Journeyman card (PJ). He has been a journeyman
wireman and technical specialist for PGE for 25 years and teaches
National Electric Code classes at Portland Community College.
Janet Gillaspie, Environmental
Strategies, LLC, has 20 years experience in environmental, hazardous
material, and natural resource regulation. She served as the northwest
regional manager for Oregon’s
Department of Environmental Quality (DEQ) where she and her staff
wrote environmental permits, conducted environmental compliance
inspections, and handled environmental complaints for the Portland/Metropolitan
area. She is a member of the Northwest Environmental Business
Council.
Denis Green, M.Ed., is the author of the textbook
Industrial Maintenance published by American Technical
Publishers. He has taught in Industrial Plant Maintenance programs
at Lake Washington and Linn-Benton Technical Colleges for 15 years.
He has a M. Ed. in Adult Education and is currently working on his
Ph.D. in Education at OSU.
Kyle Green is the president of Incon Industrial
Controls, a firm providing system integrating, automation design
and programming. He serves as a full time faculty member in the
Industrial Electronics program at Wenatchee Valley College. He is
an approved instructor by the Washington Department of Labor and
Industries to teach courses for electrician re-licensing in Washington.
He holds a journeyman electrician license in the State of Washington.
Greg Hansen, LC Lighting Designer, Balzhiser &
Hubbard Engineers, has a MFA in Architectural Lighting and is Lighting
Certified (LC) by the National Council on Qualifications for the
Lighting Professions. His experience includes theatrical lighting
design, utility conservation programs, teaching, and publications.
Richard Jackson-Gistelli, P.E., is a licensed
Professional Engineer and adjunct faculty in Lane Community College’s
Energy Management Program where he teaches analysis of commercial
HVAC systems. As the Commercial/Industrial Lead for Emerald PUD’s
Conservation Department, he helps customers develop and implement
energy conservation projects. Prior to joining Emerald PUD, Jackson-Gistelli
was a facility mechanical engineer at Sandia National Laboratory.
He is a member of the Association of Professional Energy Managers
(APEM) and a senior member of the Association of Energy Engineers
(AEE). He holds a degree from California State University, Sacramento.
Greg Jourdan is the Director/Instructor of the
Refrigeration Technology Program at Wenatchee Valley College since
1985. He is a Certified Instructor for the Air Conditioning Contractors
of America and has taught for the U.S. Navy and Grand Coulee Dam.
Barry Kennedy, P.E., is a licensed Professional
Engineer and the author of a textbook titled Energy Efficient
Transformers. Prior to establishing his consulting firm in
2000, he served as a senior electrical engineer with the Electric
Power Research Institute (EPRI) where he presented workshops to
utilities and their customers throughout the U.S. and Europe. He
is a specialist in power quality and served as a project manager
with the Bonneville Power Administration responsible for transmission
and distribution system efficiency. He is a senior member of the
Institute of Electrical and Electronic Engineers (IEEE).
Duane Lewellen, CEM, is a vice president with
The Rice Group, a consulting engineer firm specializing in mechanical
engineering and energy management. He is a Certified Energy Manager
and has over seventeen years experience in the field.
Sheila McConnell, CIH, is a certified industrial hygienist with
over ten years in occupational safety and environmental work. She
owns McConnell and Associates, Inc., an industrial hygiene training
and consulting firm in Bellevue, WA.
Rich Prill is a Building Science and Indoor Air
Quality Specialist with Washington State University Energy Program.
He conducts workshops throughout the states for the U.S. EPA and
is a member of the Washington State IAQ Coalition.
Jeff Robbins, L.C., The Butler/Robbins Alliance,
is a principal lighting designer for commercial projects. He holds
an L.C. (Lighting Certified) from the National Council on Qualifications
for the Lighting Professions and is an adjunct professor in technical
stage production for the Cornish College of the Arts.
Bob Rogers, P.E., is a registered Professional
Engineer and full professor in the Manufacturing and Mechanical
Engineering Technology Department at the Oregon Institute of Technology.
He teaches classes in mechanical systems design, energy management,
control systems, and building commissioning and has conducted field
research for Pacific Power & Light and Lawrence Livermore Laboratories.
He is a member of ASHRAE and holds a M.S. degree from Stanford University.
Buzz Thielemann is the owner of RHT Energy Solutions,
Inc., a company specializing in commercial and industrial energy
efficiency and utility auditing. He is an energy auditor with the
US Department of Energy, and worked for PacifiCorp for 27 years
as a trainer and account representative.
