The Northwest Energy Efficiency Alliance provided support of the
development of the BOC program from 1997-2000. The Alliance is a
non-profit regional consortium of utilities, government, public
interest groups and the private sector dedicated to transforming
markets for energy efficient products and services.
The Alliance conducted evaluation research on the BOC program in
the Northwest. The published evaluation
reports can be reviewed and downloaded from their web site.
