The Federal Energy Management Program (FEMP) is continuing its request for public comments on the draft M&V Guidelines: Measurement and Verification for Performance-Based Contracts (Version 4.0).
The M&V document provides guidelines for measuring and verifying energy, water, and cost savings associated with federal energy savings performance contracts (ESPCs). Version 4.0 includes revised definitions of the four main M&V Options, and provides a tighter overall presentation by moving much of the auxiliary material to stand-alone documents. It also includes a new section that provides general M&V guidance for the majority of the standard energy conservation measures and water conservation measures (ECMs) typically implemented in energy savings performance contracts (ESPCs).
The latest version of the technical document standardizes the guidelines for broader application by federal, state, and local governments. Federal-specific information is now listed in Appendix B. FEMP intends for the procedures to be adaptable to any project, regardless of funding source.
FEMP has reopened the comment period and requests that new comments on this draft be sent via email to Kurmit Rockwell at Kurmit.Rockwell@ee.doe.gov by Tuesday, June 9, 2015. Please include “M&V Guideline 4.0 Feedback” in the subject line.
