POSITION SUMMARY:
Priority Consideration Date: April 23, 2015
Responsible for the operation and management of all College facility services including custodial, building and grounds maintenance, transportation operations as well as capital planning and administration. The position is responsible to administer, implement, monitor and coordinate all capital budget requests, including all funding categories and projects. The physical plant of the main campus includes a 150 acre site; 30 buildings with floor space in excess of 495,962 gross square feet. The College also operates and maintains the Gig Harbor Center. The position reports directly to the Vice President for Administrative Services.
ESSENTIAL FUNCTIONS:
- Plan, direct, and manage efficient operations including maintenance, custodial, ground, and capital projects.
- Responsible for implementation of effective operations and maintenance, alteration, and repair of existing facilities and site including planning, development, specification, cost estimates, and the bid process.
- Plan and direct the implementation of support services to include instructional equipment repairs, facilities repairs, and minor improvements (RMI) institutional furnishings, vehicle maintenance, equipment inventory, facilities drawing and records, space planning, and office furniture design and installation.
- Lead and implement facilities planning and capital development; develop systems to ensure projects are completed within establish timelines and budgets.
- In consultation with faculty, staff, and administrators, prepare and submit for approval the biennial capital funding request including capital repairs, renovation, replacements, minor projects, major projects, matching fund projects, ADA improvements, etc. Provide timely and accurate written and oral reports as required by the College, the state, or other entities and funding sources.
- Administer and monitor capital budget allocations and expenses, and assure appropriate fiscal responsibility and controls.
- Develop and implement functional internal controls and procedures for all areas of responsibility including physical plant operations.
- Plan and define goals and objectives for all departmental operations. Prepare and implement annual operational plan and unit action plan.
- Develop and administer annual operating budgets and assure appropriate fiscal responsibility and controls.
- Implement a cost effective maintenance, repair and replacement program including an up-to-date inventory control system.
- Plan, direct, and manage a monitor repair schedule for College operated vehicles.
- Provide for efficient use of energy resources and programs including solid waste control and recycling programs.
- Select, train, supervise, evaluate, develop, and discipline department employees in compliance with College policy and applicable bargaining agreements.
- Create a safe, bias-free working environment, which engenders respect for differences.
- Serve on committees; participate in department, division and College activities. Work to achieve the core themes of Create Learning, Achieve Equity, Engage Community, and Embrace Discovery.
- Develop and maintain effective working relationships with all College constituents groups – internal and external.
- Perform related duties as assigned.
QUALIFICATIONS:
Minimum Qualifications
- Bachelors Degree in Mechanical, Civil or Electrical Engineering, Architecture, Construction Management, Business Administration or closely related field from an accredited college or university.
- Five (5) years of experience in facilities planning, maintenance and operations.
-Or- equivalent education and experience.
- Three (3) years of management experience.
- Demonstrated experience in planning and fiscal management of capital projects.
- Experience and success with interpreting and implementing rules, regulations, and codes related to facility development and operations.
- Computer literacy; experience using spreadsheets, word processing and other management software.
- Experience with maintenance management software such as Megamations.
Preferred Qualifications
- Masters Degree in Mechanical, Civil or Electrical Engineering, Architecture, Construction Management, Business Administration or closely related field from an accredited college or university.
- Certification in Project Management.
Conditions of Employment

Terms of Employment
This is full-time exempt professional position renewed on an annual basis contingent on funding. The salary range for this position is $80,000-$89,000 annually DOE/DOQ. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.Flexibility in scheduling is required to meet department needs. Degrees must be from accredited colleges or universities recognized by the U.S. Department of Education and verified by official transcripts.
