Title: Preventive Maintenance Manager

Description/Duties: Under the direction of the Director of Capital Projects & Planning, the Preventive Maintenance Coordinator plans, organizes and directs the preventive maintenance of building systems but not limited to, electrical and mechanical systems involving air conditioning, heating and ventilation, and associated utilities. Individual also manages the maintenance and operation of building utility systems involving domestic and chilled water, electricity, gas, storm, sanitary sewage and includes filter changes, roof drain cleaning etc. 

Insure responsive, timely and thorough responses to the needs of the community. Individual provides cooperation and loyalty to higher authorities, peers, as well as subordinates. Encourages fellow workers to take greater personal responsibility for their areas of expertise, whereby improving their professional standing. Provides emphasis of cooperation with City Department’s as a support service organization.

Act as the lead coordinator in the development and oversight of all building preventive maintenance plans. Responsible for implementation, monitoring, and updating of preventive maintenance plans. Planned preventive maintenance will include tasks to be performed by the maintenance division and custodial division as well as duties related to contracts which are performed on a regular basis.

Input relevant information into a (CMMS) as a preventive maintenance task. These preventive maintenance tasks will insure that proper maintenance is performed and warranties will not become void due to failure of proper preventive maintenance. Management of an effective preventive maintenance system will prolong the life of city-owned buildings and reduce future capital expenditures.

Organize and manage all record drawings and operation manuals so that they can be found in a timely manner.

Monitors the quality of preventive maintenance, coordinates and provides total quality management through periodic inspections and/or daily oversight. These evaluations shall be forwarded to the Director of Capital Projects and Planning when requested.

Develops and schedules preventative maintenance tasks within the CMMS on a yearly basis.

Schedules tasks related to health/life safety and environmental compliance within the CMMS to ensure all applicable safety regulations, building codes and safety requirements are scheduled accordingly. Identifies and assists in correcting health and life safety issues in an efficient manner.

When emergency situations occur the Preventive Maintenance Coordinator must be available to assist City staff.

Ensure completion of preventive maintenance tasks related to mechanical systems and custodial equipment repairs in accordance with established standards.

This position may assist staff on specific training related to the CMMS and/or specific task requirements. Attend seminars and conventions related to modern methods, tools, and practices associated with maintenance. Schedule training and on-going professional development for staff related to the CMMS.

Requisition material and equipment necessary for the completion of preventive maintenance tasks within City buildings. Track backorders, correct, delete or re-order materials or equipment related to preventive maintenance.

Assist the Director of Capital Projects & Planning in conducting reviews of construction documents for both new construction and renovation projects related to providing preventive maintenance tasks.

Tracks and analyzes energy usage of all municipally owned assets, including buildings, streetlights, signalized intersections, parks and athletic fields. Manages energy data (may be though CMMS) and supports reporting of energy usage in conjunction with the Mayor’s Office of Sustainability and Environment. 

Identify energy conservation measure (ECM) projects for future development. Monitor and verify the results of implemented ECMs and track progress towards the City’s energy and greenhouse gas reduction goals.

The individual’s energy work is critical to meeting City goals including the Mayor’s commitment to net-zero carbon emissions in Somerville by 2050, increased use of alternative energy in the city, and increased energy efficiency in City operations.

Any other relevant duties as required by the Director of Capital Projects & Planning. 

Requirements:  

  • Bachelors degree and ten (10) years of experience in building trades, including five (5) years of experience in maintenance supervision related to custodial, electrical, mechanical, carpentry, HVAC, and boiler systems. Custodial services experience a plus. Five (5) years experience working with a preventive maintenance system (CMMS) a plus.
  • Coordinating the implementation or updating of a new system is advantageous.
  • Certification in any of the following is desired: Certified Energy Manager (CEM) from the Association of Energy Engineers; Building Operator Certification (BOC) from Northwest Energy Efficiency Council; or a LEED certification issued from the US Green Building Council.
  • Valid Class D Driver’s License required.
  • Knowledge and ability to demonstrate techniques of using maintenance tools, repairing machinery, ability to operate computerized related systems and ability to formulate a computerized preventive maintenance program.
  • Ability to establish and maintain effective working relationships with staff developers, contractors and trades personnel; ability to develop innovative, cost-effective programs to monitor construction projects; ability to prepare and administer budgets.
  • Demonstrate effectiveness of communication between the Building & Grounds Department and various Department Heads, Principals, staff and teachers. Supervisory skills demonstrate the ability to direct and secure the cooperation of the maintenance and custodial staff.
  • Expertise working with computers and knowledge of Windows 7 and Microsoft Office programs (Excel, Word, Power Point etc…)
  • Understanding of standard calculations and reporting for greenhouse gas emissions, energy use, and life cycle costing/ECM analysis.
  • Strong communication skills for clear, concise, and effective interaction with all concerned parties related to Facilities Department matters related to maintenance & custodial services. 
  • Written and oral communication skills a must.

Salary: $80,000 per year; paid weekly $1,538.46; plus benefits.
